There is so much construction going on around Montreal that traffic cones have become almost a cliché. But for some, the problems go beyond detours and delays. Many businesses find themselves in the middle of construction zones, sometimes for years. In some cases, long-standing stores have been forced to shut their doors. Montreal is now offering to compensate those affected by construction. We ask if it's enough, or is it too little, too late?
