The images of cockroach-infested broken-down apartment buildings in Montreal are all too common. Over the years, many city administrations have promised to crack down on bad landlords and improve living conditions for tenants. But little ever appears to get done. Now the Plante administration is making a new promise to tackle the problem. But can they make a difference? We ask some experts to weigh in on the subject.
